Sealer is used to put on the paint that way the paint does not chip off your figure

does it make the paint glossy or sticky?

not really sticky, unless you don't let it dry properly. There is paint on sealer too though I can't seem to find it locally. It is a tad glossy or shiny, but there's a couple different kinds I think one with a more dull tone. Check wally world.
