My laptop's been pretty fried for a while now, the main problem being the screen blinks and randomly restarts. I think it was because it was wet one night, and am scared to try to fix it now because I am unsure of what happens when you turn a computer off during startup. So my question, is it harmful for the computer to restart during start up?

Seriously thought that really is the beginning of the end for your computer....mine would do that before it just completely killed over. The computer just cant handle whatever is going on (usually outdated software) and crashes......

To actually answer your question, you should be fine restarting it during start up, will it negatively effect it? maybe but if you need to do that there is something already wrong with the computer so  it... |

 Mine just does that thingy in the beginning when I turn it back on that is a black screen with a bunch of words on is. Of course I never read it an just press enter because then it starts working. xD |

No.
The ROM is not wiped unless you were updating your computer, then the ROM has a chance of becoming wiped. None the less, shutting down during a start up should no affect the computer.
