If you're going to say super glue, give me lots of details, whenever I use Super glue, the glue ends up going over the shoulder joint, and then it's still loose.
Any other ways othen the Super glue, and if super glue, go into more details.

I don't know if there is an easy answer. I have had some success with superglue. Testors make a glue with a long, thin tip. It can be found at Walmart. It allows one to apply the glue directly to the joint. After the glue is applied, you need to continuously move the arm for a few minutes so that the glue don't freeze the joint. I have had some success with this.
Another method is to boil and pop the head and crack the torsos and remove the arms. Fill the space that the arms go into to with glue and let it dry. After the glue has dried, put the arms back in and put the torso together. See if the arms are tighter. If they are, glue the torso together. If not try again. With this method, if you do not know what you are doing, you could damage the figure when crakcing the torso.
Lastly, some of the new figures come with little rubber wedges that is inserted next to the arm joint. It seems that these would help to tighten the joint, but I haven't tried it yet. Again, you would have to crack the torso to insert the rubber wedges.
I hope this helps.
