I love both Heenan and Lawler, but both of them have been terrible at certain points in their careers too.
Best all around is probably Gorilla.

-- They're all very good, and bring their own uniqueness to the audio of a show...
But my all time favorite commentator will forever be Gordon Solie. By today's standards, he's easily considered "boring". But he was probably the most 'authentic' broadcaster the business has ever seen; that professional "blandness" is what makes his commentary that much more charming. In a lot of ways, Solie set the stage for every commentator that came after him!

For me, it is so hard to pick just one. If I had to pick just one, I would go for Jim Ross. Mainly being the voice of my childhood. His style evolved from the 1980's to the 2000's. I would have loved if he would have commentated with JBL. That would have been awesome.

Gorilla and Ventura are my favorite one-two. I found Heenan to be a great manager and decent color guy in WWF, but his WCW work was overall unbearable.

He was a lot more hiliarious during that time, it was like he just didn't give an ef - because it Was WCW.

Heenan in the WWF.
The first event I watched was Royal Rumble 1992 and his performance there was the best I've ever heard. He totally drew me into the match and made a great rumble even better!
