Maybe it has been suggested before, but like the Marvel Legends line, I'd love to see Elite figures come with extra hands or an extra head. Is it out of line to start asking for more? Because when an elite Bo comes around, I'm going to need my 'running thumbs hands' as accessories I understand there's a budget for these figures, but is this even a possibility for Mattel?

Cool concept, I like it! Different facial expressions would be helpful for animators.
E.G Roman Reigns with B42 and B37 Heads.

Especially for figures that get weird smiling or screaming scans. E24 Dolph is a good example of a figure that could have used an extra scan. And not to beat this Bo thing to death but he could have his silly smiling scan with an angrier scan for when he "snaps," if you will.

I have both B33 Ziggler and B38, one with that (in my opinion) awful happy scream scan and the other with a cool chilled smile scan. But I agree with the Bo thing too! Dean Ambrose with a cold calculated look and another for when gets 'eccentric'.

Trying to budget for it would be a bitch.
Figs would end up costing $40+

Trying to budget for it would be a bitch. Figs would end up costing $40+ What if they reused scans though? Like added a basic's smiling scan in with an elite that has an angry scan. Or I suppose they could even include the same head with different hair? Idk.

I like that concept very much! I doubt it though, because the line is not primarily geared towards us collectors and they know that we will track down that additional Basic just to get that extra head scan.
What I want to stress though is that I LOVE that all of Mattels heads are interchangeable! They just need to take care that all figures of a particular guy have the same skin tone to make swaps easy.

I dunno about extra hands, but it'd be great for Elites to get unique hand poses, or vice versa for basics. For example, Macho, Bryan, HBK, Hogan, Cactus Jack pointing index finger hand(s), Bret Hart's Spiderman/devil horn hands, Duggan thumbs up, and I can't really think of anything else. I liked the "wig" idea they had with Andre. Ziggler, Perfect, Flair, Hall, Bulldog, and other wrestlers "poodle up" after they have a match so that could be useful. One thing I'd really like to see is a gray gloves Undertaker with a no pupils choke spot sculpt and interchangeable bangs, so you can have this look; or this look, on the same figure.

Going back to your Bo one, he does the thumb thing every match, so you are going to put his hands in boiling water every day?

Would be cool to have 4 fingers for the Horsemen, 3 figures for Cena (been done already), Thumbs for RVD, wolfpac hands etc

You could just get articulation in the fingers

this will never happen. Mattel doesn't design toys to be taken apart by the majority of it's consumer base. Think about the liability involved with 12 year old kids nuking bowls of water to pop heads.
It's cool that there are custom makers out there, but they will never be the majority. Pop yer heads and let's grow up with all of this wishful thinking. Jesus...really?

I don't see them encouraging customers to take their figures apart.

Pop yer heads and let's grow up with all of this wishful thinking. Jesus...really? While true about boiling water for the hands, you can use softer plastic to pop on and off heads. Mattel already does this with their Build a figures. The heads use a different plastic so you can easily pop the heads on and off. It might be "wishful thinking" but it's still logical. However, the price for having separate scans will make the figures cost more.
