I believe it's Billy Kidman. Not the best scan, and I don't remember which series it was from.

Never cared for short-haired Kidman, but seeing how it wasn't the 90's anymore, I understand the move away from the long haired punk in jean shorts and a wife beater. That Paul London figure though....That's pretty cool.
