Okay let me start off by saying that this is a very bad place to get real advice from. Most people here are dicks, hence the type of replies you've gotten in this thread.
That being said, I disagree with your hatred towards Amazon. They have the best customer service ever. However, their exchange process can be weird sometimes, or as in this case, not possible. All you have to do though is set up a return (through your orders page) and tell them that it is defective and they will give you a prepaid shipping label. Then just order another mankind and you'll get it in two days. Technically it is not an exchange but it will work out the same way. You'll get another figure and get the additional money that you're about to spend back after they receive the original.
Also, I would not bother with the hot water method. Something could go wrong and honestly I agree with you that the retailer holds responsibility if something is defective. As someone said above, you would not contact Rockstar Games if Walmart sold you a defective game. Plus you should not have to go through that extra work for a figure that should have been right in the first place. Just follow the instructions above and everything will be fine. It's definitely a headache... But it would be much worse if you were dealing with any other company.

Call the Mattel phone number on the back of the packaging and explain it. They'll take care of you, sorta.

Many products are subject to manufacturer return policies and not distributer policies. I worked in an arizona distrubution unit for amazon for a few years and i can tell you that its such a tight scheduke to get things out on time, that we would just grab from a pallet of stuff and box. No checking for flaws. I agree it sucks, and typically amazon reps are more than happy to provide free return/exchange labels. So your situation sucks, agreed. Maybe you got a grumpy employee. Maybe mattel is a voucher&return to manufacturer group. I dont know. But theres more at play then what most folks realize.
