I know it's as COO, but Triple H running Raw is hands down my favorite. I always lost interest whenever Bischoff was involved in anything on Raw.

Bischoff easily. The guy played an amazing heel authority figure and even as a teen he made me forget wrestling is booked and made me hate is guts.

Definitely Bischoff and/or Bischoff/Austin. Eric made it so easy to hate him. And when they brought Austin in the two played off each other really well.
I watched the Countdown on the Network and pretty much knew he wouldn't get the number 1 spot. He def shoulda been 2 though.
Other good ones were Steph, beginning of Teddy's run, Angle (very underrated and short lived run), and I for some reason have a guilty pleasure sometimes for Big Johnny. He was so annoying, but the others around him and the reactions he got were entertaining at times.

The GM role has meant diddly squat since Bischoff and Stephanie stopped running Raw and Smackdown. Since then it's just been a lazy plot device for why matches are being made.
