Fall is usually the down time of the year. Ratings always slip and the product always feels tedious. Things should pick up from January to April for 'Mania season.

Probably just because of football season that's all.BUT there has been a lot of bad episodes of Raw Lately.

WWE just tends to become lazy during the fall. This years fall has had a lot of crap RAWs but NOC and HIAC were good PPVs and we've had lots of good matches and moments.
Last years fall just sucked so hard compared to this years lol. Bryan getting screwed every month, Big Shows annual push, Ortons boring heel run, Del Rios WHC reign, Battleground, Cena vs Orton, Big Show vs Orton, Punk/Heyman Guys feud.... One of the worst time periods in a long time for WWE.

Ratings have hovered around the exact same spot for the past 5 years. They might be a little lower in the fall which i assume is due to football...but even still, the fact that nothing this company has done in the last half-decade has really made any big changes to it is the #1 thing i notice with ratings

If they pushed Tensai as Champ then they'd only gain about 1.7 billion viewers.

There's also traditionally a dip in quality in this time of the year though, there's this stretch after Wrestlemania where the product just goes downhill.
This year that seems to be lasting longer than others, probably has to do with the lack of main event talent that they've propperly built up.
The only 'great' thing right now is how fantastic Rollins is doing as a heel, everything else at the moment seems to be going wrong some way or another.
They have a great chance with Dean Ambrose, fans love him, etc. but they're not pushing him they way they should. They've failed to push other potential main eventers like Cesaro and Ziggler for months(arguably in Ziggler's case a year or two already) and are missing their window of opportunity on some of these guys.
With Reigns and Bryan injured and of course CM Punk taking his ball and going home they've lost some top guys aswell and haven't propperly replaced those since they weren't prepared. But Punk's been gone for a while now and they still haven't pushed a guy like Cesaro, who's able to have four to five star matches, to a main event spot.
So to answer your question: yes, but it's their own fault. They could have much better ratings (3.0+ easily) with a better product and more attention to detail.

No point doing your best stuff when people are watching football either way. Such an absolutely horrendous attitude, and the sad thing is WWE completely shares this. It sounds like an unemployed depressed guy/girl who refuses to leave his/her bed in the morning "got to go back to sleep in 12 hours anyway".

No point doing your best stuff when people are watching football either way. There was a time when wrestling was beating the NFL in the ratings. WWE has a large fan base and if they tried to make their product good, people would watch. Sad thing is they have the same attitude as you described.

This is the first time in about three years I've consistently watched Raw through the fall. I don't even know why I am right now, it's just as forgettable (for the most part) as it has been over the years during this time of year.

I'm sure football eats into their ratings. I know I always choose Monday Night Football over Raw.
It wouldn't have to be that way, though. Wrestling is my "first love", so to speak, so I'd be more than happy to watch it over football if they gave me something to care about. It just so happens, though, every year around this time, WWE all but gives up and I find it a chore just to get through Raw. So, football it is.
