I've been told to hollow out the heads of ttl figs so they can sit lower on the neck or RA bod's.
I've never tried it, personally, but I believe there is a "how to" process stickied above here.
I wish I had read that first, since I did a lot of unnecessary steps when trying to fit Justin's head on the body (basically sanded down the neck a bit, melted the inside of the neck so the peg would go deeper inside, and shaved around the peg a bit). He looks ok now, but his head comes off with a little pressure. I may have to just glue it on, but would hate to do so.

Yeah man, probably there's something in the FAQ about this, but I imagine if you drill out the inside of the head with a Dremal or something like that it would sit lower.
Otherwise you're going to have to sand down and do some sculpting work on the neck to make it fit right.
Maybe do something like find a pin or nail that's the right size for the TTL head, sand down the neck to the right height and then use an epoxy putty or even a really strong glue (or maybe even hot glue) fix the nail in place and put the head on top of it.
Maybe?
