I've never actually done a Jeff Hardy, but I did make a towel for my Samoa Joe and I think the same principles can be used here.
What I would do is this: Get and piece of white cotton fabric you think will work. A lot of people use socks or old towels or washcloths. Anything like that. Cut it into the shape you want. Then to make it stay in shape I recommend making a 50/50 mixture of water and white school glue and soaking the fabric in that. Pinch the towel into the shape you want and let it dry out. You can use the hair dryer to give it extra help if you want, but I recommend just letting it air dry. Glue it on to the area above the back pocket and that's it.
You could glue it onto the figure first and then dip it in the glue and water mixture, it's up to you.
