Alot of times using too much sealer causes it to stick. I know testors paint has a clear coat sealer that is nice and shiny

Simple solution. If you use Testors paints (which I hope you don't becuase they are the worst) use Tesors gloss coat or Dull coat.
If you use paints such a FolkArt of Apple Barrel I suggest using what I use. FolkArt Matte Sealer. It's inbetween a dull coat and a gloss coat...
As for stuff being sticky... it's a reaction to the paint or plastic...or the fact that you didn't let the sealer dry for a full 24hrs...

Makes sense. Buy the brand of sealer that matches the brand of paint you use.
I've been using white school glue and water mixture as a sealer, and that works pretty good. Not sticky at all once it's dry. Do a couple of coats and works out the same as anything else.
