A Legends deal offers them peanuts for what wwe will make and limits them from doing other merchandising in some way - hence the not worth the paper it's printed on. If a 'legend' is still actively working on indie shows etc or not retired, the legends deal is actually losing them money. The video game is on it's own (but wwe has say of who can get in or not - remember when randy was cut out of one years ago?) 2K has contracts with the superstars.
