Not sure if I ever saw your first one but this looks pretty good.
For red paint, do a layer of gray underneath it, it really helps the red pop more. That being said, you could probably use another coat of red. The part choices are good. The painting is good. Why the blonde highlights in his hair though?

that was my mistake. for some reason, I was under the impression he had blondish highlights at the last NXT Takeover show. I was, of course, wrong, and have since repainted the hair back to dark brown.

Much improvement in workmanship. The extra effort definitely shows. I agree that using grey/white as a primer for the red parts will help it pop more. You can still do that with this figure without having to start over. I'd also recommend using Citadel paints. They're more expensive but they go on super smooth when you dilute them with water properly. You'll get fewer visible brushstrokes too.
