The guy in white trunks is Buddy Roberts who came in a CS Fabulous Freebirds 3pack
The other figure looks to be a Randy Orton head on some body that looked like it had a rubber shirt removed

Thats RA7 Orton, with the rubber torso-short removed leaving the painted sleeves

That Buddy Rogers is really unique. Only figure to have those weird skinny legs I believe.

Fun fact about that Buddy Roberts figure, when it was released some members here suspected the head was sculpted based on the likeness of Buddy ROGERS by accident. Not being particularly familiar with either person myself I'm not sure how much truth there might be to that claim as I wouldn't recognise either. But being Jakks it honestly wouldn't surprise me if it were true.
