I want to ship some fitness apparel to Quebec, Canada but I'm afraid I have to pay some taxes to get it. Can anyone tell me about it please?
Value of the package - 194 canadian dollars.

All depends on the value of the package based on the conversion rate at the time of border crossing. Most likely it'll be tax plus a fee for the shipper to collect. Some items may have additional duties added.

I find the "duty" is approximately $15 CDN per $100 CDN on the worth of the merchandise.

Exactly. You paid 2 different charges which totaled the $128 = duty (import charges) + taxes. Welcome to the world of the Canadian shopper that likes to buy from the US. Oh, did I mention dealing with exchange?
