to make a hollywood hogan, i got the old jakks draft hollywood to use parts from

Use the HOF Hogan bud. Paint him nice and black, add a nice white nWo logo, get some boots and maybe some decals, and you're good to go.

The only extra input I can suggest is trying to crack the figure open so that the paintjob is clean and covers the entire painted area. It's a risky option, but if an even and clean paintjob is a part of your goal, it is going to be required.
There should be some helpful tutorials on youtube to aid you in this task if you choose to attempt it. If you do, it is strongly advised that you use a figure that you may not mind breaking in case of an accident.
Also, depending on what you are going for, it is apparently easier to crack a basic as opposed to an elite...
