Simple. Because they are an online specialty store. All they sell is wrestling items and most people just cherry pick the popular figures. So they need to make their profits off a couple figures in each set because they don't sell electronics, appliances, books, etc that Amazon or other retailers (Target, WalMart, Argos, TRU,etc) to keep costs equal. And 3-4 figures in each wave will normally be sold at a loss during their sales later in the year.
