I'd keep Wrestlemania 19 mostly the same except for a couple of changes. I'd have Booker T go over Triple H, have Lesnar face The Undertaker, and Chris Benoit vs Kurt Angle for the WWE Title. I re-booked WM X8 in my 2002 diary and this was my card.

Pre-Show- WWE Tag Team Championship- Kidd & Cesaro w/Natalya vs The Usos (c) w/Naomi- Winners: New WWE Tag Team Champions Kidd & Cesaro
Brother vs Brother- Goldust vs Stardust (Winner: Stardust)
Andre The Giant Memorial Battle Royal- Ryback wins last eliminating The Big Show; re-creating a Hogan/Andre type feel for the final 2 with Ryback Shell Shocking Big Show and then throwing him over to win it all
WWE Divas Championship- Fatal 4-Way- AJ Lee (c) vs Paige vs Nikki Bella vs Brie Bella- Winner: New WWE Divas Champion Nikki Bella; Nikki pins her sister Brie
Mr. Money in the Bank Seth Rollins w/J & J Security vs Randy Orton- Winner: Randy Orton; match stays the same especially with the RKO in mid-air spot
WWE Intercontinental Championship (Ladder Match)- Dean Ambrose vs Bad News Barrett (c) vs Dolph Ziggler vs Luke Harper vs R-Truth vs The Miz vs Damien Mizdow- Winner: New WWE Intercontinental Champion Dolph Ziggler; Ziggler climbs the ladder to win the title; Ziggler had all that momentum so he definitely needed a WrestleMania moment
WWE United States Championship- Rusev (c) w/Lana vs John Cena (Special Guest Enforcer: Hulk Hogan)- Winner: New WWE United States Champion John Cena; Cena ends Rusev's undefeated streak to become champion but also think about adding Hogan into the mix in this feud
Grudge Match- Roman Reigns vs Triple H (match happens 1 year earlier; Reigns doesn't win the Royal Rumble Match; The plan a few months back before Mania 31 was to do Reigns vs. Triple H at SummerSlam, and then at Night of Champions. Obviously, neither one happened. Now, since Reigns was injured I would have him come back and instantly target Rollins, who he was supposed to face at Night of Champions. They would then have a one on one match at the Rumble, which roman would win. In a role reversal at Fastlane, I would have the same main event. Except this time, it would be Daniel Bryan successfully defending his WrestleMania title shot against Roman Reigns. The next night Roman is interrupted by the Authority, and snaps, spearing Triple H, and setting up our angle here. Fairly simple build form there. The evil boss trying to keep the young lion from taking the spotlight away from The Game. That’s all it needs to be. After about a 20 minute brawl, Reigns would get a Superman punch an a Spear, as he would improve to 3-0 at WrestleMania.
Bray Wyatt vs Sting- Winner: Bray Wyatt (a win like this elevates Bray; it actually legitimizes him as a top guy and the promos leading up to this match the mind games the supernatural factor being involved here it would have been perfect)
WWE World Heavyweight Championship- Brock Lesnar (c) w/Paul Heyman vs Daniel Bryan (2015 Royal Rumble Match winner); Winner: New WWE World Heavyweight Champion Seth Rollins; Rollins still has his cash-in but he cashes in his briefcase during the match but pins Bryan and not Lesnar by Curb Stomping both Bryan and Lesnar but throws Lesnar out of the ring and pins Bryan

I like most of your ideas, but the Ryback/Big Show spot would end up more along the lines of Kane/Khali than Hogan/Andre in terms of memorable WM moments.
Some small things I'd change off the top of my head: Hogan versus Flair for the main event at WM 8 and HBK/Undertaker as the main event at WM 25. I was there live and the crowd for HHH/Orton was just dead. No way they were following that classic.

make Hogan vs Rock the main event and have the Jericho/HHH match more evened out with some moments of Jericho getting the upperhand instead of Jericho having having the lead for %95 of the match

IX: Hogan doesn't do his dumb b.s. at the end. Michaels defends the IC against Razor, Steiners vs Headshrinkers is for the Tag titles.

The first 2 and the fourth matches on the card stay the same except Trish and Victoria replace Taker vs Show and A-train Los Guerreros def. Team Angle for WWE tag titles (Who's Krispen Wah?) The Undertaker def. The Rock, 11-0 HBK def. Y2j (Why change it?) Booker T def. Triple H (w/ Ric Flair) to become the new World Heavyweight championship Krispen Wah def. John Cena via Submission Brock Lesnar def. Kurt Angle to become new WWE champion Hulk Hogan def. Stone Cold Steve Austin in Austin's last WWE match.
Besides all the "Krispen Wah" jokes, honestly even though Kurt and Brock was a great match Austin should've had one last Mania main event and why not do the dream match?

Piper as WWE champion going into WM2. Two to three months before WM, Bundy attacks Hogan hurting Hogan's ribs. Hogan has a big title defense against Piper later in the night. But being the man that he is Hogan goes through with the match. Bundy accompanies Piper to the ring. Hogan goes to suplex Piper into the ring and Bundy pulls Hogan's foot. Giving Piper the win and the championship. About a month later on SNME Hogan defeats Bundy in a Steel Cage. Hogan earns the right to face Piper at WM 2. Main Event is Hogan vs Piper one on one.... Hogan wins. Also said this many times on here... Ricky Steamboat defeats Greg Valentine in the opening round of WM4. We then get a Savage/Steamboat rematch one year later after their WM3 classic. They use 14 of the 15 minute time limit and it ends with Savage getting the big win. They shake hands. Savage moves on to the next round. yep w/Steamboat. they couldnt give us just 1 fan favorite match up.

WrestleMania XI - not the best, but trying to work within the roster :
Men on a Mission vs Jacob and Eli Blu - last match for MoM asfaces, as they lose and squash Oscar afterwards.
1-2-3 Kid vs The Roadie - they had a HELL of a match at the 2nd In Your House, shouldve done it here instead.
WWF Women's Champion Alundra Blayze vs Bull Nakano - final match of this rivalry.
WWF Intercontinental Champion Jeff Jarrett vs Razor Ramon - No DQ match. Jarrett retains by losing by COUNTOUT, further frustrating Razor.
Marty Jannetty vs Tatanka - really, just a throwaway piss break match.
WWF Tag Team Champions the Smoking Gunns vs The Allied Powers - Vince wasn't opposed to face vs face matches at thsi point. Luger and Bulldog win the Belts.
Bret Hart vs Owen Hart - Hair vs Hair Match. Conclusion to their long feud, with Owen getting shaved.
Undertaker vs Bam Bam Bigelow - to make up for his embarrassing loss at the Rumble, Bigelow targets the Deadman to redeem himself. Bad mistake.
WWF Champion Diesel vs Shawn Michaels - should've been the main event, and pretty much goes like it did.
