I think the WWE should just go all out (or make it, at the very least, seem like they are going all out), by holding the biggest tournament ever for the vacant WWE World Heavyweight Championship Title Belt. There are currently 61 names on the roster, which includes 6 part time WWE Legends. Just add 3 more names to that list, either 3 more Legends or the 3 Champions of NXT, and you have 64 participants. They could a 6 round tournament that starts at the Survivor Series, instead of ending it at the Survivor Series.

This allows 64 SuperStars to get a shot at greatness, and stretches the tournament as far as it can be stretched to give the writers a break. The story line of the tournament writes itself. They could even allow some names outside of the WWE Universe to participate in the tournament if they need more spots to fill.
