Because more time has passed. Charlotte was basic 55, seven series and 7 months (maybe more) have passed since that release. The Mattel Design Team has proven that they can get certain attires out quicker than the year they say they it takes, and I would think that with Becky's drastic change in style they held off on her and released her last because they didn't want it to be outdated before it was even announced officially.
I could be wrong, and we will just have to wait for the Elite for a WWE Becky. I'm betting she has the pink divas logo on her packaging and not NXT though.

I hope it's the steampunk attire. Plus considering that she debuted it nearly a year ago, it coincided with a total gimmick change, she had the best part of her NXT run wearing it, and has worn it exclusively/seen it heavily merchandised on the main roster, I don't see any way it's not some form of the steam punk gear.

Assuming they don't bastardise her beautiful features (ala Renee and Kaitlyn) I will be buying either way, but hoping for an Elite at some point with all the trimmings

That would be my guess as well. That was arguably the biggest match of her career. It's certainly the one that got her over. Plus, the lead time is about right, and her look hasn't changed much since then.
I think we probably are looking at an Elite to get the coat and goggles. It doesn't really make much sense to do one without the other, and I don't think the budget for the basic line would cover both.
