The only reason to have that compound swivel and pivot at the elbow was if they were eliminating the bicep cut. And they haven't. This is as useless as when they introduced that style joint to Cena on basic 24 and he had a pivoting and swiveling foot and a cut calf. They fixed that a few releases later. Over-articulating doesn't save on cost and reminds me too much of Toybiz Marvel Legends where they made it hard to stand characters up straight with all the useless moving parts.

I remember not too long ago Bill said something about being worried about figures losing articulation due to budget. This is adding articulation.

After looking at the other pics... The joint isn't any different, there's just no separate peg.
It doesn't have the swivel like the CAS figures.

Its not useless at all, it gives more range in the arms and allows the figures to hold weapons like a kendo stick correctly. Which is something the current figure cannot do.

I got the distinct impression that they were juicing those numbers as a selling point to people who didn't know what a proper action figure should be. They had the stickers proclaiming the ludicrous p.o.a. numbers and consumers were like "More must be better!". When series 9 hit, Nightcrawler had to be the most articulated figure at that point in time. Do you remember that one? It had two ab crunches and a waist swivel. The top ab crunch was functionally worthless. Despite the massive p.o.a. that figure was a total p.o.s.
