There have been talent swaps in the past. Regardless of NJPW contracts, WWE has a dozen folks that they could send to Japan to give a major influx of talent. Knowing these things are cyclical and the next big thing is just around the corner (and probably has already hit via Los Ingobernables), NJPW would be smart to send the Bullet Club over in return for a bunch of mid-card Americans.
Bullet Club can always return at a later date with a refresh.
That being said, things rarely happen that make sense anymore.

Kenny Omega makes sense. He's a great worker and could easily fit with the WWE style as either a serious or comedy competitor. Tama Tonga yeah sure, he's built up his workrate. Cody Hall was always going to end up in WWE because of his last name. But Takahashi? Why the hell are they interested in Takahashi? Of all the other Bullet Club members? Literally the only redeeming aspect for him is that he sometimes brings out a good looking Japanese girl, and that hasn't even been happening that much. Fale or the Young Bucks would make more sense there.
I'd be curious to hear how profitable Bullet Club still is for New Japan though. Obviously they were a massive deal and you still see the shirts out there but it's clear Los Ingobernables have replaced them as the hot faction. If it's enough of a money maker though I can't see them giving it up without a fight.
Can't say I fully buy this report, think it's just building off of previous speculation, especially considering a lot of those guys are on contracts. I'm sure WWE want some of those starts (Omega specifically). But if WWE are worried that their form of Bullet Club doesn't have enough members (especially if they don't want to bring Finn straight up into the group) then I don't see why they can't just add to it from within. Hell if they wanted to keep it with a New Japan theme, they could try for Kota Ibushi

Literally all they need is the three they have and Finn Balor. AJ - WWE Champion Finn - Intercontinental Champion Gallows - Tag Champion Anderson - Tag Champion Eventually Finn turns face after a power struggle with AJ over leadership of the group and becomes the breakout star of the faction, feuding with AJ for the title. The Four Horsemen formula is the best when it comes to factions. It worked for DX after WMXIV, it worked for Evolution, it works everywhere. Tonga and Omega would be more than welcome additions, but I'd much rather see them as singles guys, or Omega replaces Balor when he turns and leaves the group. I personally would have Omega win the US Title and have a hold all the gold moment

They absolutely need this to be legitimate Bullet Club branding in my opinion. Nothing else has the same ring to it or sounds no where near as cool. If they're going to go with this, lets just do it properly and go all out on it.

It's WWE's tournament exclusively for the Network. They absolutely need this to be legitimate Bullet Club branding in my opinion. Nothing else has the same ring to it or sounds no where near as cool. If they're going to go with this, lets just do it properly and go all out on it. No they don't. Not to mention, I doubt New Japan is willing to even sell them the rights. So it's likely not even an option. The members make the club, not the name. WWE's reach is 3 times that of New Japan or ROH. They're going to call them something else and the majority of people are going to think of Bullet Club as a distance memory within 6 months, assuming they knew about it at all. Kind of how Finn Balor is already a much bigger star than Prince Devitt. Prince Devitt is a way cooler name, but not the name that draws the most money.

I'd be all for it, mainly to see in 10-15 years in WWE produced documentaries talking about how it was a "talent swap" with NJPW while still claiming WCW "stole" Hall and Nash.
