I can't say for certain, but given the paint style and body choice, I feel as though the base head is someone among the TNA Impact toyline produced Toybiz.
Im trying to find a match, but no luck so far...

Judging on the rest of the figure it looks like M2K used a full Petey Williams from the TNA Impact Series 6 line.

Jables would be correct. After looking closer, that is indeed Petey's head.
Whoever this customizer is, they sure cleaned it up nicely! Definitely fooled me...
