I'm trying to think of who could pull off Pacino and De Niro. Since De Niro has a kind of prominent nose, what about a serious looking Shawn Michaels? Perhaps you could find a Diamond Dallas Page for Pacino? No head will be perfect without some help, I'm sure, but those sprang to mind. Of course, a young Pacino vs. and old Pacino may require some different plans for a head.

I think maybe a Jakks Spirit Squad RA Kenny with modded hair and the headband sanded off would do the trick for a Scarface-era Pacino.
