Was I the only one who read the title as in who didn't sell moves very well? Would have said Warrior in that case. No, its HHH. Stone Cold dropped him off a crane while he was sitting in a car and he showed up on Raw a week later unscathed.

I started collecting around E14-16. Any older elite that I found, would have been considered shelf warming; E7 DH Smith, E8 Regal, E11 Christian.
To this date I can find E23 Triple H, E24 Miz and E31 Kane.
As far as worst selling E18 Brodus Clay, but to be fair I'm sure production prolly increased since the beginning.
We can all agree that Tito will always be apart of Target. I'm convinced that if someone does but 1, 2 more takes it's place.
E33 JYD and E35 Earthquake is still in my area too... But I don't consider them poor seller, but most Flashbacks (mid-cards and lower) will have a one and done, regardless of sales.
I will say the John Cena, Rollins, Brock Lesnar (minus this WM elite), and most other top talents usually salls out quickly. I don't count E38 D. Bryan though, he was packed heavy and part of a massive Wal-Mart reset last year. I think one Wal-Mart had 6-8 cases on an end cap.

It's actually a tuff question, are you asking the worst selling figure of all time? Or the actual wrestler that shelf warms the most?
Like for example
E12 Orton shelfwarmed bad E18 Brodus E32 DB
Are all specific figures that sat around FOREVER
But as per an actual wrestler, I'd vote ADR

E32 Daniel Bryan has got to be the worst selling Elite figure (or most over produced?) of the last 2 years. Maybe Tito is runner up to him or E36 Bo Dallas
The post above me mentioned Orton
At one point I could get E9, E12, Beat of 10 or 11?, E16 all at the same K Mart. So he's seen his bad stretches too

I'm under the assumption it really depends on the area.
Where I live, it is NOT Tito, JYD, etc.
At one point, it was Sheamus and Del Rio.
Now it is:
Daniel Bryan Bray Wyatt Adam Rose (Elite)
and somehow, Undertaker is making a run in his various forms. We received too many too quickly.

I doubt it's any of these guys. They're all big names so they've surely all sold a ton, even if they do linger on shelves as well. My vote would be for, like, Jakks' signature series Jaqueline or Steve Williams. Look hard enough and you can probably find them at your local drug store.
If you're only talking Mattel...hmmm...yeah, that Mickie James didn't sell too well, and currently I sure have seen a lot of unsold Rose vs. Bunny 2-packs.

Its not jyd, jinder, Brodus Clay, Mark Henry, Great Khali, DDP, Tito, Bo Dallas, J&J Security.
Its a dead heat beween del-rio and sheamus, and the fact that they actually canceled a sheamus figure in a basic set because of slow/poor sales means he is the winner.
All the figures i listed above most of them got 1-2 figures made of them. Brodus Clay was actually popular when his elites came out, and the 2-3 basics they made.
Mark Henry has had a few more than others since he has been around so long, but they are few and far between.
There is no way orton or cena are the worst seller because they are top guys and even slowly but surely there figures sell.
Daniel Bryan figures where good sellers but where few and far between and then the guy got made when he main evented mania.
So mattel cranked up production of his figures and then he got hurt, came back, got hurt and again and then had to retire.
If bryan would not have gotten hurt and then had to retire his figures would probably be selling on a cena level.
But bryan is now back on tv so that might help sell the glut of his merch.
CM Punk would be on the list because of how hot/popular he was before he just bailed. You can very easily still find single basics and elites of him all over.

My first instinct is Daniel Bryan. I feel like I've seen his last couple elites everywhere for a long time now. I'd probably go with Tito Santana for #2. My God, I can only imagine the cluster-shelf- that would exist if Tito was a non-exclusive release. ::shudders::

In terms of who have sold the least Mattel figures... Probably one of the MattyCollector Legends who they never re-released. Who is on that list? Just Bundy?
Other than that, it'd be any 1 per case Flashbacks who never got another figure. JYD?

Oh come on? John Cena? He is their BIGGEST seller. For every figure on the shelf he's probably sold 4. Those you listed are amongst the best sellers.
