Definitely the Mexico basic.
The problem with his elites are the first one is outdated in terms of boots etc... Second has a bad headsculpt... And the others are in the too-common Mattel colours of red and black. If go with the red or black elite, whichever colour your collection isn't already full of.

I only have one, and it's the JR BAF series Del Rio. Scan is good, accessories are good (wish the scarf were cloth, though), all around good fig.
As was said though, you got one Del Rio you have them all.

I have his very first Basic and this one. I think I like this one best. If I find his new Elite on sale somehow (like in the $15 price range) I may pick it up just to have an Elite version of him, but this is by far my favorite figure of him. I just wish Mattel would have at some point given us a better scan. |

I have E21 and it holds up just well and never saw the point in buying another one. But the best looking one is the BAF JR one. The red really pops.

Elite 12 is my favorite Del Rio. I love the attire and he comes with a cloth scarf and the masked chihuahua!

Elite 12 is the definitive ADR for me. I still plan on getting others, but that one was always first on my list due to the scan, attire color, cloth scarf, and even the bonus chihuahua. It looks stellar with championship titles as well.
One of my favorite figures in my collection.
