I'm a big Mick Foley fan and one of his three faces became the WWE Champion, but should've Dude Love or Cactus Jack have the belt before Mankind. Dude Love challenged for the title in 1998 and Cactus challenged for the belt in 2000, should've Foley won the title in these three faces as well.

Nah. I loved Mick, but he was the definition of a guy who didn't need the title. He'd give you good matches and interesting feuds, and people cared enough about him all the time, but he never quite had that thing you needed to have a lengthy reign for me, and a quick run with one of the other gimmicks wouldn't have really made a difference to be honest.
Foley, in any of his characters, always worked better when he was chasing.

Cactus Jack should've won the belt at Royal Rumble 2000 and then lost again at No Way Out.
It would've been a bigger deal for HHH if he took the belt of Cactus and retired him at the same time.

I always thought Cactus should of at least had a small run as WWF Champion. Dude Love on the other hand had no chance in being World Champion. I liked the character nonetheless.

I don't really think Dude or Cactus were "champion" characters to be honest.

Neither were a Vince creation, so there's why neither made it to the heights Mankind did. But to answer your question, no. I think the way it worked out for Foley was more than perfect. Anymore or any less would ruin it.

I think Cactus Jack as world champion would have been awesome, but as other people said he never really needed a title run he was entertainment personified.

Dude wasn't a World champion gimmick - and the gimmick was ruined as a heel.
Cactus could've worked, but not for long.

I don't think Dude Love or Cactus Jack needed the WWE Title. I would go as far to say too that Mick Foley as Mankind only needed to be WWE Champion one time, and that was the night on Raw when he won the belt. Anything after that didn't have to happen.

I would've had Cactus win in 98 and hold the title for like a week.
Would've made sense in the fact that most stuff in the attitude era made no sense.
I would've loved to have seen a corporate Dude Love run with the title for like a month. And when Austin beats him, have Vinnie Mac turn on Dude

Or if the main event of WrestleMania 2000 had been the cell match we got at NWO, Mick could have gone into WM the champion, had his WM main event and retired in front of 20,000 people instead of 12,000. He could still have come back for the 2004 programme against Orton and 2005 for his WM match with Edge.

Cactus Jack would have been a good champion. Not so much Dude Love.

Both characters didnt need the title. However i like the idea posted earlier about Cactus winning at the Rumble, losing at No Way Out

I don't really think Dude or Cactus were "champion" characters to be honest. But Mankind was the first Hardcore Champion

Anymore or any less would ruin it. This is it in a nutshell. Mankind was a Vince creation so it was this incarnation that was given the strap. HHH desperately needed the back to back victories over Cactus in the start of 2000......and I mean desperately. His "game" gimmick was going nowhere because he had no credible feud wins. He floundered badly in the fall of 2000 and seemed to struggle onscreen with Vinces decision to reunite DX(which he was bitterly opposed to) to back him up. The Big Show feud was effin crap......and as we know Vince was holding off on the Rock feud. The Steph heel turn etc was good stuff but HHH needed Cactus so badly.
