Perfect should have won the title in 1991 and then Perfect could have had feuds with not just Hogan but feuds with Bret, Taker, Savage, etc

Why Shelton Benjamin? As good of a wrestler he is he's really boring. Of that class of 2002, Shelton got shafted and was talented as hell. Orton was known for a long time for being the guy to have 5 minute headlock every match and lesnar needed a mouthpiece. I've always thought of Shelton at the bottom of the guys from OVW.

These are the only guys that come to mind for me in the WWE (not going to go into other promotions)...
-Roddy Piper: I would have had him take the title from Hogan a few months before WM2 and have Hogan regain it in a cage match with him instead of Bundy.
-Lex Luger: He should have taken the title from Hogan in 1993 instead of Yokozuna. Luger as the "narcissist" was great. He could have gotten the rub from Hogan, and Bret chases him until winning the title at WM10. Yoko never should have held the title.
-Owen Hart: He should have taken it from Bret in 1994 instead of Backland. It made too much sense that it's mind blowing that Vince messed this up. Have Diesel win it at the RR and things can still play out as the did at WM11, except that Bret and Owen go at it one last time.
-Jeff Jarrett: He was the second most over heel in the fall of '99 after HHH. Despite what the historian-rewrites like to say, Jarrett was over with his "women hating" gimmick, and was one of the only reasons to tune into WCW in 2000. His TNA run further proved that he could be a top heel as well.
However, the only time I could see him winning the WWF Title is at Survivor Series 1999. It takes changing history a bit, and assumes that he'd have resigned. Following Big Show winning the title at Survivor Series, I'd have had him feud with Jarrett instead of Bossman. Jarrett wins the title at Armageddon, but with HHH taking over with Steph, books himself into the Raw rematch a few weeks later to make it a triple threat match. With DX, he pins Big Show and regains the title. Thus things can continue as they did to WM2000, but book HHH/Rock as the main event with Foley as the special referee. Jarrett and Show would conclude their feud as well.
-Booker T: He beats JBL at Survivor Series 2004. Booker was over big after his face turn on JBL. After the WM19 debacle, he should have won the big one here. It gives Booker the instant main event cred he desperately needed after jobbing to Cena for months, and JBL could win it back in the fatal four way a month later at Armageddon. Things could then proceed to WM21 as they did.
-Christian: He should have beat Cena in a one on one match at Vengeance 2005. He was over HUGE in the first half of 2005 and this is another "WTF were they thinking" by not making this a proper feud. Plus fans began turning on Cena for his "super man" push around this time. Having Christian beat him may have helped push off the boos for a bit. And just like Austin/Kane from 7 years earlier, Christian could have dropped it back to Cena the next night and it wouldn't have hurt him at all. Christian is a main eventer for his title win, and Cena isn't presented as superman but still is the man on Raw.
-Wade Barrett: Should have won at Survivor Series 2010. No explanation needed.
Guys who should have NEVER held the WWE Title...
-Sgt. Slaughter - Yokozuna - Vince McMahon -Hollywood Hulk Hogan in 2002 - Miz - ADR - Sheamus in 2015

Ill go ahead and be that guy. Speaking of WWF only, the ONLY person that should have held the title was Roddy Piper. He had enough heat during the start of Rock n Wrestling that he could have taken the title off the champion and it would have been believable as well as continue to draw big crowds as people would have flocked to see him lose the title.
Guys like Rick Rude, Mr. Perfect, Owen Hart etc...all great wrestlers but they never had extra little bit where people could believe them as a champion over whomever was currently champion. Nor would they have the heat to draw big crowds to see them lose the title.
