Goldust, Tazz, Raven, Shelton Benjamin, Mr. Perfect, Brian Pillman, William Regal.
A lot of talent and they all at one point had the potential to be built as a world champion in the WWE. Tazz and Raven are a bit of a stretch but they were both incredible and has charisma and unique looks, and Tazz did beat Kurt Angle in his debut which blasted him off but immediately went back down. Raven in 2000 and 2001 could have easily feuded with anyone in the title picture. Shelton should have beat Triple H or Randy Orton in 2004 for the world title. Mr. Perfect, Brian Pillman, and William Regal were all held down despite being one of, if not the best in their own eras in their prime. Regal in 2008/2009 could have gone mega heel during his GM days and blasted himself into the world title picture "just because", beating Triple H, Cena, Orton, anyone with some brass knuckles and would have been brilliant! Could have had a little faction with Umaga and maybe Legacy minus Orton. Pillman shined through so bright and could have done anything with anyone for the title. Hennig goes without explaining...insane talent and he killed everything he did!
I would say Rick Rude too, thinking about it. He was hot in the 80s and showed his real talent in the early 90s in WCW and Japan - for sure a top talent in both!
Edit: Forgot I said Goldust. He was insane in 1996 and going into the attitude era was perfect to show how edgy they really wanted to go. Instead they had Luna walk him around on a leach, but imagine if he stayed that heel he was around WrestleMania 12 going into the beginning of 1997. Incredible wrestler, too!

Tazz would've been a tough sell but with the right booking him as Champ could've worked.

Ryback should have won the title in 2012 because at that point he was white hot Barrett he should have won the title in 2010 when he was mega heel in Nexus by beating Orton for the title and then carrying the title from Survivor Series to like Royal Rumble where he would drop the title cue Miz's cash in Rhodes- Cody he should have won the title in 2011 because that is when Cody was red hot

Damien Sandow should of defeated John Cena for the World Title in 2013. He could of easily been the next big heel with that win.
It still makes me mad on how they badly dropped the ball with Sandow.

A bunch of guys from the 80s and early 90s, back when only the true top of top guys (plus Sgt Slaughter) got to be champ. Piper, DiBiase, Jake, Perfect etc.
Since then, it's difficult to come up with many since for the last fifteen years or so, pretty much everyone half decent got a run with a world title. I guess there's Wade Barrett, and Ryback. Bray Wyatt has never been far from the main event either, so probably him, although I'm sure he'll hold it soon.

As much as I love Sandow I don't know if I would say him for the World title yet. but he definitely would have been a great Intercontinental/United States Champion for a year or so before taking that next step.
Ryback I never saw anything championship worthy in him. Not as a singles or tag team champion.

Razor Ramon, Mr Perfect, Owen Hart, Roddy Piper, Million Dollar Man Ted DiBiase, and Jake Roberts all should have been champ at some point. Also Ryback should have won it in 2012. The Rock was definitely not the right guy to end Punk's record breaking title reign, and he just left after losing it to Cena at Wrestlemania.

Those are both great examples of times he should have won the belt

Of the more recent guys, the only one with a decent case is Ryback. He was very over with the crowds in the 2nd half of 2012, and probably would have gotten a run in any other year. Unfortunately for him, the plans for the WWE title were written in stone. Punk drops to Rock, then Rock drops to Cena in a rematch of the biggest WM match ever. Hard to argue with staying the course, but Ryback could have been booked better during 2013, instead of having streak of PPV losses. By the time he challenged Cena for the title in the spring/summer, he was seen as a bitter loser, instead of a red-hot juggernaut, made worse as he continued his losing PPV losing streak in the Cena feud.

It has to be Rick Rude. Warrior should have put him over at SummerSlam with a rematch at Wrestlemania 7.
