This is a debate / argument that me and my wife were having in a hotel bar earlier that were currently residing in. A debate / argument that had multiple bar staff getting involved and adding their opinion.
I pointed out a certain bottle which to me, was on the second shelf from the top. She couldn't see the bottle I was referring to because she was looking at the second shelf from the bottom.
To me, common sense and logic is on my side. To her, its like a building where the first floor is on the bottom and it works its way up from there. Bar staff were pretty much split which didn't help the situation.
I'm not saying resolve the argument but would you count from the top or bottom?

Generally bottom-to-top.

Logically both answers make sense.
However I side with you.

Bottom to top for me.
Think of it like an elevator. You never go up to the first floor unless you're in the lobby.

To me, if I point something out to someone, I think it's just easier to go with whichever direction is closer to the object I'm pointing out. If it were closer to the top, I would say "it's on the second shelf down from the top" as opposed to "it's on the fifth shelf up from the bottom". If the object were closer to the bottom, the opposite would be true. I would say "second shelf up from the bottom" as opposed to "fifth shelf down from the top".
Unless I'm misreading what you're asking.

Second shelf up is different from second shelf down. .......pretty simple...

If all u said was it's "on the second shelf" u are both right.
If u said that to me, I would be looking at the shelf 2nd from the bottom. But that is me, I think I the bar staff are a pretty good indication that most would be spilt fairly closely on this.

Due to working retail for a long time, I'm very specific about the things I say.
I would have said the second shelf from the top if that's where the bottle was. Or if it was near the bottom, second row from the bottom.
The way you guys were talking about it, neither of you were wrong.

Top is considered higher..because thats what the word means. Theres no other way to look at it.
Im guessing there were four shelves?
Top Second from the top Second from the bottom Bottom
Thats how it should be conversed.

Depends on how many shelves there are and if the whole thing is generally above or below eye level. If there's 12 shelves then I'm not gonna say "the 11th shelf down." If most of the shelves are at or above eye level I'll go from the bottom up. Reverse it if it's low to the ground. It's all about the least distance the other person's eyes will have to travel to see what you want.

Bottom to top. How does top to bottom make any sense? You count up by going up. You don't count up by going down.
