If one were to use Mattel plates, I'd imagine the leather would have to be really thin.

there was a guy who made custom titles years ago. he didnt use the plates, but printed out and laminated pictures for each individual plate. however, i took some of his and attached the jakks plates and they turned out really well. i will post some pictures later tonight. i thought i had some still, but i only have the actual belts he made.

I'm sure I've seen swaths of pleather sold at hobby stores like Michael's. It's very thin so if you needed more thickness you could just glue it to some foam or felt of the appropriate thickness.
I used to go to second hand stores and buy old purses or shoes made of the material. $5 and you get enough material for at least a hundred belts.
The stitching on the edges is a nice touch, I'm guessing that's done by sewing machine?
