Everyone has a shot at the hall of fame. Literally...EVERYONE. I could win a $500m lotto next month. Buy the Silverdome, renovate it and host wrestlemania 43 there. Cut some business deals with vince and before you know it Im in the celebrity wing.

Like I said before, the WWE God is the same as the Hollywood Walk of Fame.
Basically anybody who made any impact and hasn't Z-Manned or Nailzed Vince McMahon can get in.
The criteria isn't based on wins and losses and nor should it be. The guys are following a script. Sure you got Deniro's and Pacino's (Flair/Hogan) but then you got your Ryan Seacrest's/Koko B ware.
Guys didn't go out there and really get beat up every night. Koko provided some entertainment like a lot of other guys.
It's a celebration of the past for entertainers, it isn't a sports Hall of Fame.

None of the following had HOF worthy careers:
Test
Ken Shamrock
D'Lo Brown
Mark Mero
Al Snow
Mabel
Taz(z)
Steve Blackman
The people on the list I see definitely making it in one day are:
Road Dogg (once Billy is let back in from the doghouse)
Goldust
Sable
Jim Neidhart (as part of the Hart Foundation)
Davey Boy Smith
Brian Pillman (kind of weird he isn't already in)
Big Show
I can also see Dan Severn going in but he's not quite as obvious as those above. Jeff Jarrett did not have a HOF career, and even if he did, Vince would never allow it and he founded (and is back running) TNA.

If you were over at any point in your career and didn't burn bridges, you'll be in the HOF. Even if you did eff all in your career, WWE will put together a decent highlight package that will make you look like a bigger deal than you were.
