I was watching this last night, and for the first time it occurred to me how a few simple changes would have drastically improved this.
How it went down: Bischoff came out and called out the Outsiders. Nash powerbombs Bischoff through a table. Crowd cheers. Schiavone leaves Dusty to do solo commentary while he checks on Bischoff. Dusty cuts a promo on how WCW is going to take the war to the Outsiders. Luger and Giant both make their entrances for the main event, each stopping to look at Bischoff, seemingly rattled by the "invasion" (this part was cool).
How it could have went down: Bischoff calls out the outsiders and gets powerbombed through the table. Crowd cheers. Dusty gets fed up with the disrespect being shown to WCW and leaves the commentary area, steps up on the stage and proceeds to cut a spirited pro-WCW American Dream promo on the Outsiders to get the crowd behind him. Dusty then turns to leave and gets attacked by Hall/Nash, so the crowd should be booing them at this point for acting 1) cowardly and 2) beating up the Dream. Luger and the Giant both come out, but the Outsiders have already retreated. Even though they're about to fight, Luger and Giant are united for those few seconds. They then head to the ring for the match, both looking distracted, where Giant takes the mic away from Buffer prior to the intros and sends a warning to the Outsiders that they need to quit looking for the Huckstar and the Nacho Man, because he's the World Champion and stepping into WCW is trespassing in the lair of the Giant!!

I wouldn't even try to re-book that moment. I thought it was done perfectly. Hall and Nash state that they don't work for the WWE, and that they don't care who the three men WCW picked are. And Hall punching Bischoff with the followed up powerbomb onto that makeshift table was perfect. It showed that Hall and Nash were for real and there to cause problems.
To add anyone else into the mix at that moment, would have ruined the moment. Lex Luger coming out for his match and showing concern for Bischoff is all that needed to be done.

Just kinda fortunate it happened as is.

from their introduction right through BATB 96 they were booked perfectly IMHO. The match itself at BATB was an effin masterpiece of booking.
WCW has a 3 on 2 advantage...Luger gets downed......Schiavone spends ages screaming for someone to restore the 3 on 2 advantage because the Outsiders are so dominant.

Honestly, I dont think the moment as significant enough to even bother. I mean the only thing you changed was essentially a Dusty promo. Something that could have been done the next night on Nitro.
