Raw, by far. SmackDown (the shorter show) already has a bunch of great, credible top heels who don't need to be moved aside.
Raw (the longer show) has Strowman doing well, though he's still quite limited. And Owens and Jericho, who are entertaining as hell but they're just comedy guys. They definitely need a serious wrestling heel like Samoa Joe more than SmackDown does.

-- It's a great push to be Hunter's "Destroyer", however, I feel Joe - being a major player, would've made a bigger impact on SDLive.
Had I booked The Rumble, Joe would've been the last entrant, won the damn thing, and had fans guessing "which title will he challenge for?" - We see Joe jump back & forth on RAW & SDL, until finally deciding on facing his old UPW training buddy, John Cena! We not only get Joe vs. Cena(c) at Mania to look forward to, but we see this 1 man jump from show-to-show more frequently than Taker himself; instantly giving Joe that "MONSTER" Push we all had heard about. And imagine it...... Finn Balor wrestles 3 matches and is the RAW Champion...... Joe had won the Rumble, challenges Cena, and WINS, having only wrestled 1 match at the BIGGEST event of the year! THAT'S how you create a MONSTER PUSH on someone who's beyond deserving it!
Then after Mania, you've got Joe/Ambrose, Joe/Corbin, and eventually Joe/AJ (which they could easily play off of their history & personal friendship outside the ring).
IMO, another HUGE botch by World Wrestling Entertainment.

I want him wherever he's going to have the best feuds and as of right now I think Rollins would be the best bet.

Everyone on here was saying Joe to Raw and Nakamura to Smackdown was a stick on. I always hoped it was the other way around. Smackdown need faces more than Raw needed heels imo, so I hope they hurry up and send Nakamura over. Not holding my breath until after Mania though. Even with him, Raw is absolutely stacked compared to SmackDown though.

Smackdown is the far superior show, but they have a bunch of heels already. Smackdown needs an upper midcard babyface, like a Sami Zayn. Raw needed Joe more.

A three hour show with the only people anyone cares about being Owens, Jericho and Rollins
Vs a two hour show with Styles, Cena, Wyatt, Orton, Ambrose, Miz, Corbin
Yeah... Raw definitely needed Joe
