Kudos to you guys who did all that research. I feel like unreleased/canceled/proto figures pre-2000 are probably pains to find. I mean there are probably unreleased or planned figures we'll never even know about because of the lack of Internet or social media.
I think a lot of these seem legit. I mean Tenessee Lee, Neidhart, new versions of Brian Christopher, Pillman, Chyna, Jackie...I can easily see those being planned and even made made into protos.
The celeb thing sounds like a stretch but honestly sounds fairly plausible to me personally. As a kid, and fan of Pete Rose & Aretha, I'd have snatched these up! I remember being a fan of the the Power Rangers line made actual astronauts in the In Space series. So I can see Jakks planning a celebrity series. Would it have warmed shelves? No doubt lol. I can seriously see an Aretha Franklin WWF figure on shelves of KB Toys (I can see many of them a haha) but I would have gotten her. I'd have also gone for a Lawrence Taylor! TBH the whole series sounds like it would have been epic to me. Man I really want it now!
Most stuff after mid-1998 can be rather easy to find on the Internet Archive. The real pain is in finding sites dedicated to Jakks WWF figures in the first two years. There wasn't much of a following in those days and it took time to grow into the community that exists today. All I can say to that is thank god for the many archived Usenet posts on Google Groups. Those have helped to fill in the gaps of my BCA timeline. Not to mention, the remnants of AFR (early WF), Figure Zone and other sites have contributed a great deal to my knowledge of the line.
Man I thought I was the only one that knew and remembered some of this stuff I'm glad you posted everything brother a lot of these are spot on when it comes to the ttl the classic superstars and ra lines basically perfect the bca are almost also I don't recall Scorpio in the planned line-up for bca series 8 tho I do remember billy gunn who also has a prototype. the legends series 2 is correct minus Hogan I don't think it would have made the cut due to him being in wcw at the time. the thumb wrestlers series are the correct line-up. ripped and ruthless 3 was chyna stone cold in jeans owen hart Ken shamrock the wrestlemania stars I can see Lawrence Taylor mike tyson and Pete rose making the cut but none of the others really the ecw line-up would have been everyone who invaded raw and was on the wwf program at the time ringside collection series 2 I think was correct until the last minute changes series 3 would've been series 4 then the series 2 we actually got would've been series 3 the 2 packs seem legit some are questionable the 4 pack box sets are basically correct signature series 2 Rocky and shamrock was replaced by the outlaws I believe the wrestlemania 3 packs would've been the one's listed rather than the remakes of the single series we got I wanna say their was also a rumored kane taker and paul 3 pack for the mania one's some of slammers series 2 was supposed to be series 6 really don't know what happened there but truth is jakks was really weird about releases and dropped the ball a lot of times on a lot of things when it comes to the bca line with the new gen/attitude era stars and jobbers I would love too see any other confirmations you have on anything else when it comes to these past lines especially old toy fair pictures in case of if I did indeed forget or missed something

You're right about Superstars Series 8 Billy Gunn. His prototype was shown on Ringside Collectibles but the figure was pulled in favor of the first non-Slammers version of Kane. Then, D'Lo Brown was removed from a proposed 2 Tuff Series 4 2-Pack with Val Venis and who took his place? Billy Gunn, in practically the same attire as the Series 8 prototype.

Legends Series 2 never had a full confirmed lineup (of four figures) that I know of, but here's an article from the May 1998 issue of WWF Magazine which pretty much confirms the rumored names of George "The Animal" Steele and Chief Jay Strongbow.

Several names were thrown about for Ripped and Ruthless Series 3, including "Marvelous" Marc Mero and Steve Blackman, but the only two that we know for sure (because of the cast resin prototypes) are Austin in jeans and Chyna. Shamrock probably was close. Who knows what would've become of Owen.
The WrestleMania Stars and ECW lines were reported on by the Action Figure Zone Newsletter. Not exactly the most credible source, but definitely the most prominent one featured in that post. It's also very likely that they copied and pasted from other, more reputable sites. Others that I can account for in that post include: Action Figure Resource (AFR), Figure Zone, Google Groups/Usenet Archives, JWLJN 's Action Figure Newsletter, Stone Cold 777 News and some that I'm probably forgetting. Those are all for the BCA-related bits of information. I can't speak to the other stuff since I don't follow it as closely as the BCA line.

Do you remember who it was that Honky Tonk Man may have replaced in Ringside Collection Series 2? Because I know he was a late addition. Any other missing names would explain why Vince McMahon and the Referee were re-released on Series 2 cards. I heard Dok Hendrix's name once, but I don't know if the source was reliable.
I had never thought of it before, but The New Age Outlaws in Signature Series 2 always did seem like they were thrown in at the last second. Any reason for the purple knee pad variant of Billy Gunn?
I'm not sure if I believe Mike Tyson was actually going to be made. Kane and Paul Bearer? Sure, why not, but what could've held them up? Kane was released a month later in Slammers Series 2, and Paul Bearer without the makeup was released in the Badd Blood 4-Pack later that fall.
The lineup for Superstars Series 6 was supposed to be Slammers Series 3 until Jakks pulled the plug on the Slammers line and reinstated the regular BCA figures.

The only other mention that I've found of the Billy Gunn and HHH Raw Is War series figures comes from HBREAKID's old message board on July 23, 1999:
According to Big Show 91 over at FZ’s [Figure Zone's] Fan Board the BA Billy Gunn Raw Is War [series figure] is out. He says he’ll try to get a picture ASAP. If Billy Gunn is out then HHH must be out too.
However, there were rumors at that time of a BCA Billy Gunn figure in pink trunks with blue trim/lips, but the closest we ever came to that was in Backlash Series 3.
Odds are, the Billy Gunn figure would have appeared in white as it did in the Grudge Match Series 2-pack (released in July 1999) opposite Series 8 Ken Shamrock.
If there were to have been a Raw Is War HHH figure, it would have likely been a re-release or repaint of the Deadly Games Series (also released in July 1999).
I don't believe that either Billy Gunn or HHH were shipped to stores in the Raw Is War series, but if there ever were two names to be considered, they are a safe bet.
