Your guess is as good as anyone's.
I'm thinking it would make sense in the elite line, and by the look of the pic, I reckon it a very early proto as the head seems ever so slightly to big. So maybe e52,53? I hope it's not DM, it's just no where near the level to warrant the budget.
I have a gut feeling though, it's a TNF (now). Which sucks due to being an exclusive.

They should save a WCW version for the DM line.

Well, Mattel used about two colors to make the entire figure, so that automatically justifies it to be a DM figure with a higher price tag these days. They'll probably give him a World Title and put it out as a DM for $25.

No need for a Goldberg dm unless including the wcw us title and the big gold belt.

Most likely in the regular Elite. I agree with this. He'll probably come with a shirt

No need for a Goldberg dm unless including the wcw us title and the big gold belt. That's what's I'm talking about. Spray painted title from Nitro.

Current Goldberg in Elite line makes sense. Then release a DM for his WCW run. Then release another Goldberg for WWE run. Then a few basics and I'm good.

He's so simple" DM no longer means higher quality than Elite it just means whatever they want it to mean these days lmao. They'll throw in the WCW title on a current day Goldberg and GG, $25

Not a DM. 2017 DMs have been confirmed as Flair, Nakamura, Savage, and winner of WWE.com poll

Looking at the pic it looks like he is part of the ring look close at him he has a clear plastic figure holder like Rey from elite 32 so maybe he comes with that new ring set?

There is zero logic to the DM line anymore. Putting Nakamura in the line was just hysterical to me. I don't really collect anymore, but if I did, I would flat out refuse to ever buy that figure because of how much of a scumbag move it was by Mattel to attempt to put that out as a DM with a higher pricetag. Even the GAB Sting with a plastic coat was ridiculous to me.

No one really knows yet
A WCW Goldberg as a DM and then WWE 2003 as an RSC Exclusive or Network Spotlight would be dope
Edit: Actually the new elite with a head swap to whatever WCW fig they make or the jakks would make a fine 2003 Goldberg

I rather they did current Goldberg and classic Goldberg as part of the regular elite lineup. And if people demand it, his previous WWE run as a TRU Network Spotlight exclusive. No DM because that lineup needs to be more defining and less regular elite in a fancy box. And Goldberg can't be properly represented when he can't have the WCW version of the US title. Unless if he wins the Universal title and they put that in the box along with the Big Gold Belt and a t-shirt (mostly plastic).
