I cant see them going with Roman already , so it comes down to Finn or Rollins id think.

I can't see them going with Balor at all, as they know it's what the fans would want and ultimately, they know they need to keep the Title on Lesnar so that Roman can eventually go over. The only way Balor should face Lesnar, is if they are planning on having the Demon win the big rematch somewhere down the line. They'll most likely just go with Rollins, since they know nobody will realistically expect to see him beat Lesnar, nor should he, really.
The lack of acknowledgement to Lesnar is pretty concerning though, to be honest. When he had his unbeatable WWE Championship reign last time around, it was refreshing and gave the Title such importance and credibility again, it felt special whenever Lesnar defended it as it was a new situation that it wasn't defended every single month. This time however, it's just painfully obvious that they would rather just keep Lesnar away from television full stop as they know if they don't then they'll have to have him face the likes of Finn Balor who they know the fans would much rather see take the Title. Instead, they'll keep him off TV, and most likely just have him face Rollins again in a Match where they know nobody will expect Rollins to win, followed by Strowman, followed by eventually just dropping it to Roman.
Personally, if I could book, I'd have him go over Strowman at the next PPV with Strowman pushing Lesnar very close until Lesnar ultimately wins with an F5. I'd have Lesnar vs Balor at Summerslam, with Lesnar absolutely dismantling Balor to pieces. Have one or two filler PPV Title Matches with Rollins & Bray Wyatt, then have The Beast vs The Demon at Wrestlemania where Balor overcomes Lesnar this time around in full Demon mode.
It's a crying shame that we do have two main Championships at this moment in time. It would be great for Lesnar to be the Company's sole Champion, it would make the Title feel special, and we could have a whole plethora of possible matches such as Brock Lesnar vs AJ Styles, Brock Lesnar vs Finn Balor, Brock Lesnar vs Kevin Owens, Brock Lesnar vs Shinsuke Nakamura etc. Raw already fails to leave us with many fresh possibilities that WWE would be happy to go ahead with.

Perfect way to build Finn up as the face of RAW. He loses to Brock in their first encounter. Brock stays away until SummerSlam. Finn get another shot as the Demon and slays the Beast to become the new Universal Champion.
But, ya know, there's the plans for Roman.

Remember how Lesnar ending the streak was all part of the master plan to give someone the mega-push-rub from beating the guy who beat the streak? and then when Lesnar won the title it was inevitable that said "young talent" would get the belt as well?
yeah,
that plan was for Roman all along, and the end game is getting the WWE Universal Championship to Roman Reigns. Pipe dreams about Balor reclaiming his property or Rollins slaying the Beast King for his redemption run are just that....and worthless because they just want Roman v Brock.

We've already seen a Rollins vs Brock squash match. getting that again. If they're going to actually let Rollins have a match with him then I'm in love with the idea but that's too much to hope for at this point imo. I say let Bray Wyatt face him. Bray loses to everyone. Nobody will care if he loses to Brock and that protects Balor and Rollins from having to get squashed.

Nobody really carries themself like a star except Strowman and Roman, so they're the only credible ones. I'd love to see a Lesnar vs Wyatt vs Balor triple threat though, where the two spooky rivals have to join forces to battle the beast.

Samoa Joe and Brock would be serious money and I think Joe could get a decent match out of Brock.
Brock couldn't repeatedly toss Joe around the ring with german suplexes so he would have no choice but to wrestle.

Raw is already having trouble booking without a main champion, and just because that may of been the plan in January, doesnt mean the plan hasnt changed by now.

I want Joe vs Brock. Even if Joe loses, have him push Brock like nobody else has in a long time. That way Joe stocks rises even with the loss.

Every loss Lesnar takes from here on doesnt matter as much. No it's not, they made the Goldberg wins flukes so Lesnar could destroy him at Mania. Lesnar/Reigns is set in stone (barring injury), Heyman alluded to Reigns and Lesnar being the only ones to defeat Undertaker at Mania. With Mania being in the same place Lesnar ended the streak, it's likely that Lesnar's career in WWE will end there too.....at the hands of Roman Reigns, in yet another failed attempt to get the guy over.
