I think Orndorff would have made a great heel IC champ. Especially following his big run with Hogan for the WWF championship. Steamboat could have dropped it to him instead of HTM and i wouldn't have minded.

I went with Brutus Beefcake (little known fact, he was never meant to get the IC Title at SummerSlam 88, Honky says so in his latest shoot, that Warrior was always set to get it at SummerSlam that year off of him) and of course we know that Beefcake WAS supposed to get it at SummerSlam 90 off Mr. Perfect. Which seems weird since he just beat Perfect at Wrestlemania VI that year.
I also went with JYD. I always thought that JYD should have beaten Greg Valentine at Wrestlemania for the IC Title.

I think the top two for me would be Orndorff or Martel and I went with Mr Wonderful.

I picked Orndorff and Martel. Orndorff would've been a great heel champ in 86 after the Hogan feud ended or even in 87 after his face turn with Oliver Humperdink as his manager. Martel having the belt during his heel model run would've also been great. As others said imagine the promos.

I went with Martel as the sneery, arrogant persona with his baby blue pullover and dangerous can of arrogance spray would have been a decent alternative to Mr Perfect, if Hennig had been otherwise occupied.
My other choice was Tatanka as I was huge mark for him as a kid. The only issue was getting booked into a corner with the undefeated streak. I couldn't see Ludvig Borga losing the title so easily either, plus I felt he was above that level anyway. I suppose he could have just done some heinous act such as recycled Tatanka's sacred Indian feathers into a Finnish flag or something and got stripped of the title (since Borga's apparent issue with America was that is was dirty and polluted!).
I can't remember all of the other choices, but honourable mention goes to Kona Crush, who I was also a fan of as a child. Beefcake too would have been credible as a champ.
I felt that Orndorff was above that level as he had been tangling with the main eventers. Also Jake and Duggan were clearly upper mid carders and again I saw them as above the IC level. Same with JYD.

Beefcake & Orndorff for me.
As many know? Beefcake was supposed to win it both at SS88 & 90. But injury kept him out of the scene twice. Apparently the storyline going into 90 was that Beefcake has beaten Mr P @ WM6 so he deserved a shot.
