I still haven't played the "Stories" spin-offs, or Chinatown Wars. I really need to go back and get on those.
Anyways, I'd have to definitely go with San Andreas. The entire series is one of my favorites, and each PS2 entry gave me countless hours of fun. But San Andreas as a whole was the perfect culmination of what could be done with the genre on that platform. GTA3 set the groundwork with wild antics, and open world gameplay. Vice City added to that with a legitimate (although somewhat one-dimensional by todays standards) protagonist, a proper expansion in vehicle options, the initial introduction of an expanded licensed soundtrack and an actual purpose for earning money in the game world.
Then San Andreas blew the doors wide open in regards to everything. A MASSIVE game world, establishing interesting side activities in the open world genre, tons of character/game customization, far deeper story telling, arguably the first fully realized introduction of the series now famous satire of the real world, and so forth.
I still wish they'd take a shot at doing an "in between" game before GTA6, and revisit an 80's theme with all this new technology.

GTA III blew my mind back in the day; I'd never had such freedom before in a game.
I am partial to GTA: San Andreas though; loved everything about it. Only clocked it once.

Vice City and San Andreas are pretty much neck-and-neck in quality, but I'd put San Andreas out in front.
The soundtrack. The map. The story. The amount of side activities. The best radio DJ in video game history. I really don't know if it can ever be topped - especially with the amount of focus now on Online and micro-transactions.

I can be listening to songs on my iPod and something like Eminence Front or Green River will come on and I'm immediately back as a kid playing San Andreas in my mind. Vice City was so cool but compared to SA, the map size is underwhelming. In an open world game you need that world to be huge in order to keep it fun. And I always felt like SA's map was exactly that. There was so much to do and the story was great too. Looking ahead I'd love a Vice City remake, much like how GTA V built on what SA was. An absolutely huge Miami/Florida map (with boat runs down to Cuba of course) set in the 80's would be perfect. Or maybe even a more modern era would be fine too.

I literally can't listen to songs like Plush or Rusty Cage without immediately being transported to the countryside or San Fiero. I have to think that the next GTA will be a modern Vice City. Unless they do something like go back to London or do a completely new location, I can't see them doing LV or SF first - though, a full-fledged modern SF would be amazing, too. I just hope it happens before 2020...

San Andreas simply because you could do so much crap. 10000 different hairstyles. Get buff or get fat, your choice. Eat until you puke. You get the idea, no GTA game has ever come close to that just, fun factor.

I'd have to say Vice City Stories because it was the only one I owned on the PS2, for some reason never actually bought San Andreas.

I think all the GTA games on Ps2 are better than its next Gen counterparts but that might just be the nostalgia talking
1. San Andreas 2. Vice City 3. Liberty City 4. Vice City Stories 5. 3

Just played through San Andreas again over the last week or so (PS3 remaster). It only further reaffirmed my opinion that it's the GOAT GTA.
Honestly, it takes a special game to hold up so well over time to the point where, even with the outdated mechanics and graphics, I can still have more fun with it than any modern game I've played over the last few years.

I have such fond memories of all three. I think I would say Vice City over III and San Andreas, mainly because of the setting.
