Never put on HBK again after he won it in the elimination chamber? He worked weekly Raws all the way up until Wrestlemania 26. Was there a reason he never got another title run?

I miss fairly sure I remember it being his decision, that he didn't want to be champion again.

It had to be his decision. There were a ton of garbage periods between 2002 and 2010 where an HBK title run would have been welcomed by all WWE fans. He was the most complete performer they had from 2003-2007.

He turned down the opportunity multiple times in his second run. Once in the awesome Jericho feud and I think he was also supposed to defeat Cena at Mania. Fair play to the guy, he didn't need it and so didn't take it. I would have loved to have seen him hold it at least once more though.
I'd argue his 2nd run in the company was better, despite only holding a world title for what? 28 days?

He didn't want the schedule or the pressure. He didn't enjoy being The Guy first time round.

I still wish to this day though that he won the WWE Title from Cena at Wrestlemania 23. Just mainly because I am a huge HBK fan and also because I was there live that night.
But still, to win the belt and hold it for a few weeks, only to drop it back to Cena during that Raw show from the UK would have been cool.

Kane is another guy who I think should've had more world title runs throughout his career.

Shawn knew he didn't need it. He got his "thank you" run in 2002.
Could he have held it a few more time? Hell yeah. But he didn't need to.
I remember reading that when Batista went down in 2006, Michaels was the first guy they considered moving to SD to win the vacant WHC. He turned it down due to his church obligations being on Tuesdays and also again not feeling he needed the title so the opportunity went to Kurt.

According to Bruce Prichard on a recent podcast, Shawn just didn't want to hold the title. I may be mistaken but I think Prichard said that Shawn didn't really want to win it at Survivor Series either.

Shawn Michaels didn't want any titles. He didn't want to work a regular house show loop and he wanted to be able to take long breaks from WWE, and if he had titles he would feel obligated to work more because he felt like fans deserved to see champions. Totally his choice.

As stated above by MANY it was because he didn't want it. Its also worth noting that a fair few guys have said that he didn't want it in 2002 either. He only accepted it on the condition that it would be transitional. RR2003 was as long as he was willing to hold I remember reading.

Thinking about it from Shawn retired guys like Lesnar, Goldberg, Rock and Triple H have had title runs so it's sad that he thought he didn't need it even though those guys didn't either.

He wasn't going over Cena at Mania. Triple H was supposed to put Cena over at Mania 23 to show that Cena was "The Guy". Once Triple H got injured, Shawn was inserted to put Cena over. You knew going in that Shawn wasn't winning.
But as everyone has said, Shawn never wanted the title. Vince put it on him because he thought Shawn didn't get to enjoy it in the 90s. You know because of drugs.
