This didn't seem worthy of its own thread, but the latest release of Topps WWE Legends cards came out earlier this month. Most of the names on the checklist are the same we've seen in recent years, but there were a couple that jumped out at me as new:

Don Muraco
Gorilla Monsoon
Terri Runnels (who was listed in a placeholder lineup for upcoming Battle packs)
Eve Torres
Albert
Michael Hayes

Paul Orndorff has an autograph card only, which might be a good sign that WWE isn't holding a grudge against wrestlers who joined the concussion suit.

Topps does not sign individual contracts for licensing (autograph contracts are negotiated, so names on those checklists only could be a different story), so there's a good likelihood these wrestlers are under Legends deals. With that said, Terri and Gorilla seem like the only two that might be of interest to Mattel.

His primary gimmicks were as a part of T&A and as Prince Albert, a play on a certain type of piercing.  I think he'd make a great figure and they could do it without directly referencing either.  But it just feels like something Mattel might steer clear of since he wouldn't be a huge seller.  They made the Godfather, so anything is possible.
