Given the fact that Flair won the title at the 1992 Royal Rumble and dropped the belt to Savage at WrestleMania, if Flair didn't drop the title to Savage at WrestleMania, I would've seen Flair stay a long-term champion all the way from the 1992 Royal Rumble through the 1993 Royal Rumble. That would've been a nice one-year run as World Champion, would it?.

No thanks.
Flair having a long run as WWE Champion just wouldn't work back then for that company. It was better to have Savage have it, and Flair to win it back.

If they did give Flair a year long reign with the belt I wouldn't have complained but like hbkbigdaddycool said it wouldn't work in a WWF setting like it did in the NWA. Savage getting his revenge from all Flair's torment and winning the belt at WM 8 was the right call.

If Ric Flair had Mr. Perfect, Razor Ramon, and one more SuperStar, I would have loved a long reign with the WWF’s version of the Four Horsemen watching his back. Who would have been the 4th Horsemen??

Who would have been the 4th Horsemen?? The one person that could've had been the fourth guy and I'm saying this right now. Rick Martel. He could've been a nice asset. Had Perfect not taken time off wrestling. He and Razor would've been the Tag Champs.

Flair should have won it at Rumble and then lost it to Savage at SummerSlam. Then won it back at Survivor Series, successfully defend it at Rumble 93 and then lose it to 93 Rumble winner Hogan at WM9. Then Hogan drops it to Yoko at KOTR and then Bret gets his run by winning at WM10. Bret's first title reign was extremely forgetful and no his belief that he should have gone over every 80s mega star at all the PPV wasnt going to change that.
As for the 4 Horsemen, Flair, Perfect & Money Inc

A young, cocky HBK would have been a good fit for the 4th Horseman in my opinion.
Winning the IC belt from British Bulldog with interference from his stable. This leads to a Survivor Series Classic match - 4 Horseman v Bret, Owen, Bulldog & Jannetty. This reignites the Jannetty - HBK feud and starts a Bret v Flair feud.
Bret wins 93 Rumble, giving us Bret v Flair at WM9 (assuming Flair has a lengthy reign) with Hart winning the belt.

Lengthy heel title runs were not common and didnt work in the WWF at the time. WWF was still a babyface territory in 1992, so Savage winning the title at Mania that year was the right call. He had to get his hero's revenge.
As far as Flair's run, everything from SummerSlam 1992 onward was a little wonky. He was basically used as a transitional champion from Savage to Bret, but then Bret dropped it to Yoko, and we had the whole Hogan thing and what did happen compared to supposedly what was supposed to happen, etc, etc. If they were set to go with Bret for most of 1993, I wish he and Flair had a match and the title change was on a PPV. If they werent sold on Bret and knew Hogan was going to come back in and take the title, I like the idea of Flair regaining the title from Savage at Survivor Series 92 or Rumble 93, and then dropping to Hogan at WM9
