Interesting poll, unfortunately most of these guys are from bygone eras that only hardcore wrestling fans would even recognize let alone want to buy figures of. The only way some of these guys would get made is if some smaller, independent company decided to make a 'legends of wrestling' line and by legends I mean those from the 50s, 60s and 70s. Of course that will never happen because those that grew up watching these wrestlers are now in their fifties or sixties and aren't likely to be interested in buying wrestling figures. Based on the news from Comic Con on the lack of new signings, it appears as though even some Golden era guys are now long shots to be made, unless Mattel extends their deal with WWE past 2021.
From the poll, the ones that have the best chance of being made (in theory, since most of them are not signed to deals) are:
Greg Valentine Hercules Don Muraco Jesse Ventura (announcer only) Billy Graham (currently signed, however his legends deal will probably expire before Mattel gets around to making a figure of him)

Doubt Mattel will ever get around to making them - even if they were under contract. I mean they've had Billy Graham under contract for a while and they can't (or won't) even make one of him - and I think he would sell well, or at least better than some that they have made. Which sucks for those who would want these made.

Meh pass , I only collect 1987 and up So you'd buy Ken Patera, Mr. Fuji, Pedro Morales, Ivan Putski, Tony Atlas, Jesse Ventura, Don Muraco, Greg Valentine & Hercules? Cause all of them were on the WWF roster at one point between 1987-1990

I'd be happy if the five you listed were made. But I agree with what you said, most of these will probably never get made. It seems they are only making figures who were around (for a while) after the 1st WrestleMania, I think they have only made a few figures from before (1970s Andre, HOF Jerry Lawler, Wild Samoans, and Bruno Sammertino). Doubt Mattel will ever get around to making them - even if they were under contract. Which sucks for those who would want these made. Billy Graham signed a legends deal in late 2015 so this fall it will be 3 years since he signed. Unfortunately, I don't see a figure being made because apparently he continues to bad mouth WWE and WWE talent. On the same site that I found an article about when he signed a legends deal, I also came across the following article: Superstar Billy Graham rips Ronda Rousey in a post on Facebook I think that even if Bill/Mattel want to release a figure, WWE likely won't give them the go ahead to do so. This is probably why they haven't released a figure even though he has been signed to a legends deal for almost 3 years.

I'd buy them all. Lots of Hall of Famers on this list, and I can't believe some of them haven't gotten figure yet.

Thinking about it, I don't think this would be enough of a reason to stop a figure from being released. I mean, Bret has ripped the WWE hard over the last decade plus and he's been one of the most released legend in the line - granted, Bret is more recent than Superstar and may have a bigger following with fans of today. Nash and Jake, among others have ripped todays wrestling as well. Someone should ask Bill, or someone else from Mattel who would know, if WWE is not allowing Superstar to get a figure or if its because Mattel doesn't think he may sell well or if its another reason. Not sure we would get a clear answer but you never know.
