The Hulkster says no to the heel turn, so how would you book the nWo with out him? For me I’d go with plan A, Sting betrays Savage and Luger claiming he did it due to him all ways being shafted for old talent like Flair or rejects from the north like Hogan and Savage. He mentions Hall’s and Nash’s previous stints in WCW and how they were misused like he is and decided to join them. Hog Wild- Sting def. The Giant (c) (w/ Jimmy Hart) to become the new WCW Champion (he spray paints the title nWo)

On topic, Without Hogan NWO would've been a flop. I honestly can't see anybody who could've filled his shoes as leader.

That humanoid Dave Meltzer thought Mabel would be the third man. If that happened WWE would have bought wcw in 97 instead of 2001.

Luger and Randy would make more sense than Sting. Sting never had tenure in the WWF so it made no sense that way. Both Randy and Luger had a run in the WWF, though Luger was in WCW before he joined WWF. I think they even hinted at the possibility it was Luger.
What about Flair? Sure he's had a short WWF run and in many ways is Mr. WCW/NWA, but it would be a huge betrayal as a turncoat for Flair to want to bring in the outsiders. Might've made a good story.

Flair wouldn’t have worked because of the Horsemen. Although the last group of Horsemen besides Benoit were pretty much the worst version of the Horsemen ever. And with Hall and Nash being the outsiders he couldn’t have brought them in as new Horsemen...so I don’t see it working with Flair as the leader.

True about the horsemen, but what did Flair have left when you think of it, feuding with Konnan and running with the US title?

If Hogan wouldn't have turned I would have had Randy Savage as the 3rd man and then built and on going feud of Savage,Hall & Nash against Flair,Sting & Luger going forward.

Savage would make most sense, but I think Flair would have worked as well. He could have turned on WCW and the Horseman for loosing faith in him years earlier and making him jump ship to the WWF when he wanted to remain loyal to WCW.
In the end though the nWo would have never been as successful as it was without Hogan.

In the end though the nWo would have never been as successful as it was without Hogan. I think it would have been better if the nWo & Four Horsemen would have had a real feud back in the 90's and not the little bit that we did get with the Horsemen being thrown on the back burner. Staying on topic without Hogan could have had a nWo of Savage,Hall,Nash and then added in X-Pac when he made the jump as 4th man and feuded with a a Horsemen stable of Flair,Sting,Luger & Anderson(once Double A had to retire could have brought Benoit back into the group as the enforcer) this could have been a hell of a feud between the group and had a real WWF Vs WCW feel to it. Also would have been nice to keep the nWo members to a small amount then what we got in real life.
