If we’re talking about just the wrestler, then Flair. If we’re talking specifically about a pairing with Heenan, then it’s still Flair.

Well, I think he was only referred to as an advisor to Flair so I won’t count him. I will say this is my “Top 3” “Mr Perfect” Curt Hennig “Ravishing” Rick Rude “Mr Wonderful” Paul Orndorff
Honestly though you can’t go wrong with any person on the list you pick.

I know it was super short but I loved his man crush with Lex Luger. That debut at the ‘93 RR is still gold due to Bobby.

This was tough, but I think for what he brought to the table in helping the client's character, all in all, I voted for Andre.

Rick Rude was his best pairing no doubt whatsoever. Hennig a close 2nd. I never really count Flair....

I say Flair was his best pairing bar none. Hell he lead Flair to the title not once but twice on 2 different occasions which is why for that reason alone I have to say Flair. However, the best pairing for him other than Flair would definitely have to be him and Ravishing Rick Rude.

I voted for Andre not necessarily because he's the boss, but because the pairing was epic. Seeing Andre with Heenan was a shock especially when Heenan was the one to get him suspended in 86. Then of course you have the promos by Heenan and selling Andre to Dibiase was crazy. Flair is a top choice sure, but Flair didn't really need Heenan from a promo standpoint, but still a really good pairing too.

I dont count Flair either. Heenan never even accompanied him to the ring, Perfect did, so was he really a "manager?"

Him managing Arn and Tully as the Brainbusters was underrated...imagine if Flair had come in at that time too...a Horsemen group with Heenan managing would have been awesome

Him managing Hercules was the best angle especially when he sold Herc down the river by making a deal with DiBiase like who will ever forget that
