Owen Hart(should have gotten a run in either 94 or late 90s) Mr Perfect(should have gotten it anytime during his run) Rick Rude(should have won it at summerslam 90) Lex Luger(should have won at Summerslam 93)
If Andre couldn't go at WM 3, Mr Wonderful could have had a run by beating Hogan in the cage match and losing it back at WM 3.

Owen obvs, Luger really should’ve won it at SS ‘93, Vader at one point, Mr Perfect could’ve been champ in 89-90 if they didn’t want to use Warrior at Mania 6.

Perfect could have been champion in 89-90 but no Hogan had to be champion...no Hogan had to use his creative control card to hold others down to hold others back like how Jesse The Body Ventura would say about Hogan because let's face it Hogan could give no one else the spotlight as WWF Champion hell Jesse Ventura he himself was never WWF Champion and he should have been

Vader as a dominant heel champion in the WWF from 96 to 97 at least with Cornette as his manager; similar to a Brock/Heyman pairing

Within that time span at least 2 other guys should have held the title.
