So, never understood why in some years guys were booked for undercard matches AND the rumble match itself and some years not.
I know there were instances of guys wrestling twice, like I know in 94' they did it because Bret and Owen were in the tag title match and then in the rumble.
So, why didn't they do it in say 93' or 95' when the roster was so thin and the match was so dull because of so few big names?
The 93' match for example could have been much more intresting with say, Marty, Shawn, Bossman, Bam Bam and the Stieners in it.
I don't think the guys in the world title match should be in the rumble, but think anyone else should be fair game.

I think in 93 the two main themes of the Rumble match were the Giant Gonzales attack of the Undertaker and the unstoppable Yokozuna. I remember few ganging up on Zuna but not being able to get him over - a change from the usual seven get the big guy out booking. Don’t think the names you mentioned old have added much to the match, nor would it have benefited them.
Marty and Shawn had their own thing going on, stemming from the break up of the Rockers. Both were too good to be Rumble fodder and not good enough to be seen as potential headliners at WM9. The logical thing would be to have had the blow off match at wrestle mania (although it didn’t happen)
Bam Bam had recently returned so keeping him to one match with his win gains the Bossman was the right thing to do.
Tag teams were thin on the ground in 93 so was better to keep the Steiners out of the match and concentrate on building them as the premier team in the WWF.
In 94, the tag match with the Harts helped set up the feud between them. And having Hart as the injured, sympathetic baby face who entered, and co won, the Rumble, it made sense for the Hitman to feature twice. Bret’s momentum built and gave another hook for the Hart feud

There was more talent still with the WWE in 1993 compared to 1994 as well. So it's more understandable why they had Owen, Bret, Tatanka and Bigelow wrestle in the Rumble in 1994 as well their matches before the rumble.
The 1995 one is a bit weird. But I guess the story with that event was Bulldog and HBK being 1 and 2 and being the last 2 at the end of the rumble. So it didn't matter who was in there for filler.
Though you have to admit, if you take out the teams like Butch and Luke (Luke who did the same spot in 1995 as he did in 1991 for the rumble) and the team of Well Dunn, you could have had Tatanka, Bigelow, Holly and the 123 Kid in that Rumble. But those 4 men already had a great tag team title finals match and a sweet story there, so it would kill that off to have them compete in the Rumble.
