In music events, the band manager contacts a booking agent who finds where the demand is for the band and then they find promoters to secure the venues and funding for the event. Sometimes it works the opposite way, the promoter has talent in mind (a festival promoter is an example) and then contacts the booking agent to contact the artist's management.
