From what I gather it can be summed up to poor sales from a myriad of factors:
First was trying to act as a continuation of Jakks' Classic Superstars by doing attires Jakks never did, but ended up being more obscure to the casual collector.
Next was the state of the economy at the time with many collectors scaling back for priorities sake. Given the choice between toys and paying the bills, the latter takes precedence. People had to tie their belts more and didn't have too much spare cash for toys.
Lastly many Jakks collectors didn't feel like starting from scratch with the Mattel figures since they didn't match in scale or articulation as Jakks figures were always somewhat bigger and the general line was a step below Mattel's Basics while Legends were all Elites.

imagine if the line never ended. legends had the best packaging. we'd have so many different ones in same collectable packaging too. too bad really. Agreed, that was the best packaging. Really wish they would have continued, I like the idea of having the same packaging for all the figures (at least the legends/flashbacks) - I guess that's my OCD kicking in.

Meh, the brown packaging did not do much for me. The more colorful packaging used for the Walmart FB and Target OC series, though, makes me buy things I wouldn't normally buy!

Network Spotlight is probably dead right? I knew I was forgetting one. Oh and Limited Edition line too. Apparently the RSC Exclusives now too :/

Apparently the RSC Exclusives now too :/ Really? When was this announced? They usually announce an exclusive at RSF. Didn't happen this year and mum's the word since. Given all of the other cancelations, distribution issues, and retail closures, it seems the writing is on the wall.

Given all of the other cancelations, distribution issues, and retail closures, it seems the writing is on the wall. I assumed it was becuase they already had the Kurt Shield one, which wasnt planned as a Ringside Exclusive, so that must have taken the place, I doubt they could afford to have the extra Kurt AND another one

They need to BRING Back the “Legends”! Entire series dedicated to the Golden age,New Gen and Attitude era Superstars! Ones we haven’t seen and even a few repaints here and there wouldn’t hurt my feelings! I never got to get Hawk and Animal, or Demolition the prices for them now are outrageous. I had like 10 chances to get Crush but never did cause I didn’t have Axe and Smash!

Poor sales. Yet despite this people still want the line back. Thats because people who only collect Elite Flashback/Legends think they make up the majority of Mattel WWE's buyers

"Legends" getting cancelled didn't matter much since Mattel managed to get at least one figure out for most the best wrestlers whoever lived (not counting those who wrestled mostly in Japan or Mexico). There's only a handful missing from the top 50 or 75 like Bruiser Brody, Stan Hansen, Terry Gordy, and Dynamite Kid.

While I hate that the Legends line was canceled, if they brought it back it wouldn't be the same. When Mattel took over from Jakks several people working on the WWE line in various interviews said they were committed to doing the guys Jakks never did. When Bill says "low chance" to someone like Alex Wright it shows you how the ideology has changed. I personally think that guys like Alex Wright should get the Harley Race treatment. I don't agree with Race himself being one per box as a retail exclusive but others could work this way.

I’m surprised this thread didn’t get shut down like past ones since it been discussed a million times.
But yeah I agree had Mattel waited to do the legends line and started with a flashback in elite line first would of done better. Also a lot of people weren’t on board with Mattel yet when legends was on going.

The legends series was also sold on Matty Collectors. Which would make it easier to buy them online then it would be at stores.
The thing is that for it to be unique it has to use wrestlers that people want. All those JAKKS collectors were def holding on to their figures, then starting over with Mattel. Which def brought down sales in the beginning.
Any new "Legends" that ever gets released needs to have cloth accessories, cool wrestlers and no people that already have multiple figures released. Bring some new people to the mix.

The "poor attire" argument is so lame. So nobody bought Snuka and Sarge because of their attires, and that's what killed the entire line, after 6 series and the 2-packs and the Matty figs? Nope.
They wanted to sell way more figures than Jakks did for their Classic Superstars line, which lasted a long time. But there was not enough demand, too much supply.
I would LOVE to see more Flashbacks/Legends/whatever. Many wrestlers Jakks made don't have Mattels - some guys never even got Jakks figs, like Hercules.
But this never ending attire conspiracy theory drives me crazy.

But this never ending attire conspiracy theory drives me crazy. I don't think the attire choices helped though... I mean (to me) they should have made figures of their most iconic attire: S1 Sgt Slaughter should have been camo-gear, no question S1 Legion Of Doom should have been their red and black gear (...I don't care what anyone says - this was/is their most iconic look!) S2 Snuka should have been his trunks/barefoot look, no question S2 Rude should have been his long-haired look S2 Terry Funk should have been his red, black and white/striped tights look S2 Jake should have been his turquoise tights S3 Bulldog should have been his long hair/tights look They just all seem poor looks/attire choices to start off a new line. I think the main problem though was the lack of big names at the time - this was before they'd signed guys like Bret Hart, Mick Foley, Kevin Nash, Ric Flair, Hulk Hogan, Razor Ramon, Sting... And also the (bizarre) ruling that the Legends line couldn't include any current-roster guys (so NO Shawn Michaels, Triple H, Undertaker, Kane, Big Show, Edge & Christian, Goldust etc.).
